The thing about documents is that you don't always
need them, but when you need them, they better be where
you can find them quickly. Filing would work, but we
many not always be near the physical file when we need
the information that is in the document.
Also, we don't always want the entire document, just
some critical piece of the information that is somewhere
in the document, such as the policy number of an insurance
document, the coverage amount, date of expiration, etc.
If you think of such things as the document metadata
(the data about the document), then we need most of
the time is to look up the metadata of the document.
